Avoiding Citations

Parking on the Rutgers campus requires that your vehicle be registered with the Department of Transportation Services with a valid email address. Every vehicle must be authorized for parking by a valid e-permit. You are required to always park according to your e-permit and in a marked, legally designated parking space. While parked on university property, all persons must abide by state registration laws.

Keep in mind that...

  • Your license plate must always face the driving aisle so it can be scanned by Enforcement.

  • Restrictions in gated lots are in effect at the times indicated on our website, even when gate arms are in the “up” position.
  • Only one vehicle per e-permit is allowed to be on campus at a time.

  • Parking in loading zones is prohibited. Loading/unloading approvals must be obtained by DOTS prior to using a loading zone. Once active loading/unloading is performed, the vehicle should leave the loading zone.

  • Disabled vehicles must be reported to the university police. Disabled vehicles should not obstruct traffic flow or endanger safety. The vehicle must be removed as soon as possible, and no longer than 24 hours after the vehicle became disabled.

  • Please keep in mind, Rutgers University Police Department (RUPD) will tow vehicles without valid state license plates or inspection stickers.
Parking Citation Offense Codes and Fines

Parking regulations on Rutgers University campuses are enforced 24 hours a day, 7 days a week, 365 days a year. Citations may be issued electronically or as paper citations placed on the vehicle, depending on the device used to scan the license plate (License Plate Recognition (LPR) or handheld device).

Vehicles registered to an active Rutgers parking permit at the time the citation is issued may receive a paper citation placed on the vehicle, and an electronic citation sent to the email address on record.

For vehicles not registered to an active Rutgers parking permit at the time of issuance, a paper citation may be placed on the vehicle. If a registered vehicle owner is identified through a DMV report, the citation will also be mailed to the owner's address on file via the U.S. Postal Service. For citations mailed via the U.S. Postal Service, the appeal deadline is extended. Please refer to the deadline indicated on the mailed violation notice, as it reflects the applicable appeal period.

Vehicles may also be towed or immobilized depending on the offense and the number of outstanding violations.

Ticket Late Fees

A $5 late fee is assessed if payment is not received within 10 days of the citation being issued. An additional $5 late fee is assessed if payment is not received within 20 days, bringing the total late fees to a maximum of $10. These late fees apply to violations emailed to active permit holders.

For violations issued to non-permit holders and mailed via the U.S. Postal Service using information obtained through DMV records, the appeal period is extended. Please refer to the appeal deadline indicated on the mailed violation notice.

Late fees are placed on hold while a violation is under appeal.

White Sticker: A white sticker is applied when a vehicle's license plate is not registered to a valid parking permit or the account has two or more outstanding citations. It notifies the driver of the issue and directs them to contact DOTS for assistance. The Enforcement Officer will write the vehicle's license plate state and plate number on the sticker.

Red Tow Sticker: A red tow sticker is applied only after a white sticker has already been placed on the vehicle. It notifies the driver that the vehicle's license plate is not registered to a valid parking permit or that the account has outstanding citations exceeding the established towing/immobilization threshold. The sticker directs the driver to contact DOTS for additional assistance. The Enforcement Officer will write the vehicle's license plate state and plate number on the sticker.

Consequences for Unpaid Tickets

Unpaid tickets and late fees will result in a university hold barring students from:

  • New parking permission
  • Parking permission refunds – ticket and late fee amounts will be deducted.
  • Unpaid tickets can be subject to a collection agency to ensure payment.
  • Cars will be towed or immobilized, at the owner's expense, if the total for all citations and late fees exceeds $300.00. The customer is responsible for any fees imposed by the tow company.

Appeals Guidelines

An appeal is defined as a dispute over the validity of a citation. It is not a statement as to the reasons a regulation was violated.

Submit an Appeal

Keep in mind that you will not be able to apply for a parking permit if you have an outstanding balance due. If you place citations on appeal, the system will allow you to apply for an e-permit if you have no other outstanding fines due.

If you are a Rutgers-affiliated user (student, faculty, or staff), please enter your NetID and password below and click submit. If you are a visitor or a holder of non-affiliate parking permission and you have created a user ID and password, please enter it below and click submit. If you have not created an account, you may create one or you may retrieve your lost information if you have lost it.

A separate appeal is required for each ticket. A factual statement supporting why the citation should be voided is required. The individual appealing the citation is responsible for providing ALL supporting documentation.

The hearing officer is empowered to reduce, adjust, remove, or uphold any penalties/fines associated with each ticket. The hearing officer’s decision is binding. An appeal may be resubmitted by opening a Second Appeal case but will only be considered if new evidence is provided which may serve to alter or reverse the original decision.

The hearing officer will decide whether to accept or deny any resubmissions.

Suggested Practices

  • Be polite.
  • Be honest.
  • Be concise.

How to Appeal a Citation

You can appeal your paper or electronic citation through your parking portal account. Visit parkingbase.com/c/rutgers/login and log in using your NetID and password. If you do not have a NetID and password, you can appeal using rutgersuniversity.netlify.app.

For citations mailed via the U.S. Postal Service, please refer to the appeal deadline indicated on the mailed violation notice.

Appeals are reviewed in the order they are received. Processing times may vary. An email notification will be sent when your appeal has been reviewed and adjudicated.

Citations will be upheld if any of the following reasons are the basis for the appeal:

  • Couldn't find a legal parking space.
  • Didn't know parking policies or regulations.
  • Didn't see posted parking restrictions.
  • Couldn't find a convenient parking space.
  • Had four-way flashers on (emergency flashers).
  • Didn't have enough time to park properly.
